Guam Lieutenant Governor Josh Tenorio
Lieutenant Governor Josh Tenorio is the 10th elected Lieutenant Governor of Guam. Since taking office in January 2019, he has led efforts to advance sustainable development, modernize government operations, and improve public on Guam. Lieutenant Governor Tenorio is focused on Guam’s future, and is leading efforts to grow the economy with higher paying jobs, expand youth programs and services, increase drug and alcohol treatment programs, and reduce poverty and homelessness. As the first LGBTQ person to be elected Lt. Governor in the United States, he advocates for LGBTQ+ rights and inclusion, and is a founding member of the non-profit, Equality Guam.
Tenorio is Vice-Chairperson of the Aerospace States Association (ASA), serves on the Executive Committee of the National Lieutenant Governor’s Association, and is on the Board of Directors of the Global Island Partnership (GLISPA), an international organization whose mission is to build resilient and sustainable island communities. He has served on the Executive Committee of the Democratic Lieutenant Governors Association and is a former member of the Democratic National Committee. He is a former Executive Director of the Democratic Party of Guam and was the 2008 Obama for America Guam Caucus Campaign Manager.
Lieutenant Governor Tenorio is the Chairman of the Islandwide Beautification Task Force, the Interagency Council on Homelessness Assistance, the Guam Hazard Mitigation Committee, and the Guam Product Seal Commission. He serves as Co-Chairperson of the Guam Green Growth (G3) Steering Committee and has statutory oversight over the Guam State Clearinghouse.
He is a recipient of the Seven Seals Award for meritorious leadership and initiative in support of the men and women who serve America in the National Guard and Reserve. Tenorio is also a recipient of the Energy and Environmental Stewardship Award presented by the National Lieutenant Governors Association (NLGA) and Baker Hughes.
Prior to his election, Tenorio was Vice-President of Guam Autospot. His prior government service includes Administrator of the Courts for the Judiciary of Guam, Chief of Staff in the Guam Legislature, Director of the Government of Guam Bureau of Planning, Deputy Director of the Bureau of Budget and Management Research, Deputy Chief of Staff to Governor Carl T.C. Gutierrez, and Legislative Assistant to Congressman Robert Underwood, U.S. House of Representatives. His private sector includes executive roles in Guam’s construction industry and island media.
Lt. Governor Tenorio is a graduate of the University of Guam, a Fellow of the Institute for Court Management at the National Center for State Courts in Williamsburg, Virginia and is a Certified Court Manager and Certified Court Executive.
