For over 25 years, Victory Institute (Victory) has helped to train, place, and elect thousands of openly LGBTQ public officials at every level of government. Our leaders have been catalysts for expanding legal rights for LGBTQ people across the country and they have transformed our nation’s policies and shifted our political landscape towards equality, one election at a time. Today, over 950 LGBTQ Americans are serving in elected office due to the work of Victory, including nine U.S. Representatives, and the nation’s first two U.S. Senators. Victory’s work continues as LGBTQ people are severely underrepresented in all levels of government – serving in only 0.19% of all elected offices in the United States.

Victory Institute is seeking a Domestic Programs Manager. Reporting to the Director of Domestic Programs, the person in this position supports the activities of Victory Institute by managing domestic programming, including the Victory Congressional Internships, Victory Congressional Fellowship, and the Victory Empowerment Fellowship.

General Responsibilities

Leadership Programs Execution

The Domestic Programs Manager will be a quick and effective researcher able to analyze and synthesize information on diverse topics and apply that knowledge to executing and enhancing Victory’s Leadership programs. They will also be comfortable with program outreach, recruitment, and evaluation. The Domestic Programs Manager will be directly involved in all aspects of Victory’s Leadership programming and must be articulate and comfortable discussing Victory’s work with the public, with elected and appointed officials, and with key stakeholders. Responsibilities include:

  • Leading the year-round Victory Congressional Internship (VCI) and Victory Congressional Fellowship (VCF) programs. Managing the recruitment and selection process for VCI and VCF, as well as developing timely and relevant programming under the supervision of the Director of Domestic Programs.
  • Providing recruitment and programming support to the Victory Empowerment Fellowship and David Bohnett LGBTQ Leaders Fellowship.
  • Providing recruitment and programming support for Victory’s Candidate & Campaign Trainings, Leadership Summits, and the International LGBTQ Leaders Conference.
  • Delivering on-site support for Victory’s Candidate & Campaign Trainings and Victory’s Leadership Summits.
  • Coordinating outreach for all Leadership programs in consultation and cooperation with Victory’s communications and marketing staff.
  • Communicating with out officials about program offerings, enhancing Victory’s network of leaders.
  • Cultivating and sustaining external partnerships to increase the capacity and resources of Victory’s programs including managing and supporting a network of mentors for the VCI participants.
  • Developing and garnering resources, tools, and opportunities for alumni of VCI and Candidate & Campaign Trainings participants.
  • Conducting assessments for future program locations, dates, and participants.
  • Managing a program participant database for all domestic programs.
  • Creating weekly, quarterly, and annual reports for internal and external tracking of programs’ effectiveness.
  • Maintaining communication with non-profit organizational partners, national campaigns, and colleges and universities.
  • Assisting in writing grant proposals and grant progress reports, including both narrative and financial content.
  • Leading recruitment, selection, and management of the Leadership team’s staff intern each semester in collaboration with other members of the Leadership Programs team.
  • Providing general support to all of Victory’s domestic programming.
  • Other program duties as assigned.

Organization-wide Responsibilities

  • Participating in weekly team meetings and preparing to report on the status, needs and accomplishments of assigned domestic Leadership programs and trainings.
  • Assisting other teams as required including providing support during fundraising events.
  • Being an active and engaged participant in annual staff retreats and supporting board meetings, strategic planning and other Executive Team needs.
  • Other organization-wide responsibilities as assigned.


The Programs Manager should be a creative problem solver with superior research, writing and communication skills. They should enjoy developing solutions to problems while maintaining a system of gathering and organizing data. They should be comfortable presenting and facilitating amongst Victory’s diverse emerging leader pool and elected and appointed officials. The ideal candidate should have:

  • Bachelor’s degree from four-year college or university; plus two to four years related experience and/or training; or equivalent combination of education and/or experience.
  • Strong written, verbal and communication skills
  • The ability to manage, facilitate and present in front of diverse groups and cohorts
  • Solid organizational and administrative skills and experience multi-tasking
  • Ease with Microsoft Excel, Word, Outlook and PowerPoint, including demonstrated experience and comfort with templates, formatting and data visualization
  • Experience working with databases (like EveryAction) and managing large data sets
  • Comfort with social media platforms to identify professionals and their skill sets
  • Attention to detail and macro level reasoning skills
  • Experience working with college-age youth
  • The ability to travel for programs, events and conferences (approximately 10% of the year)
  • Demonstrated passion for LGBTQ equality
  • Position is currently hybrid, based in Washington, DC.

The salary range for this position is $55,000 – $65,000.
